When everyone who can is told to work from home, and don't even socialize, workplaces, pubs & restaurants, travellers at airports, etc aren't using any. The nations toilet habits probably don't change, they are just being catered for in a different place with a bogroll production and supply model that wasn't based on a pandemic response.
